Okay so my second machine I use for basic media and temporary server programs started to have network troubles. Awhile back I had some problems setting up Domain Controller for machines to connect into this machine.(That was about 3 weeks ago. This is no longer just server machine.).. it was working fine.
After I stopped using it as a domain host I installed Windows XP Home Edition on it.(SP2 - unsure what build.) The network itself was working perfectly fine until my router started to have crashes due to some bug within it's software - which I replaced it and it should be working fine because every machine other then this one has fast network connectivity. Even when I try to drag -> drop files to my network folder on this machine the other computers have a hard time connecting and staying connected to the drive(s).
This includes Linux as well, but instead of it not finding it.. Spits out a "network not found" error or sometimes it finds it but asks for the password which there isn't one needed to connect to these windows share folder(s).
I have scanned for Malware/ other malicious monsters and I found absolutely nothing. Updated drivers, reconfigured my network setup and still nothing.
Friend suggested I run it through a DNS server which I have tried. It sped up a tiny bit, but download speeds I get a max of 25 kb/s out of a 5 megabyte line. While none of the other machines are downloading or using the web when it does so.
Another suggestion I got was to install windows 7.. but the GPU is litterly a piece of trash and I don't even think it can handle such as task.
I've tried getting help from my ISP - but they said "Since you're running Windows XP, we can't help you!". What the hell?
It's bad enough it takes me over 6 minutes to load one page on this forum - even google.
Can someone please help me correct this issue so I can get back to what I was doing?

Intel 101GGC Mainboard w/ 2 Gigs of DDR memory & socket 775
Intel Pentium D(Unsure what model to be exact) 2.66 Ghz (2 cores)
Geforce7300LE PCI-E Video Card(Suppose to be 256 megs... only 64!?)
Windows XP Home Edition SP2( I also have a choice to install XP pro SP3 )
Issue was fixed, turned out to be a screwed network device. Replaced it and it's working fine.
