Well that's.... shitty.
It says 'at this moment'. Which means they haven't planned anything, but it may be in the forseeable future. This headline jumping straight to 'it WILL NOT FEATURE' is kind of stupid IMO.

Their plan was then to just allow for simple modding like what they've implemented and nothing more. It also means that any more complex modding system is not in the works at all, and that takes a lot of work, time and Resources to make. If not now then when? Half a year? A year? Most likely they won't give it full modding support, and if they do, well, it's going to come out so late they will have to cross their fingers that people are still interested enough in the game to mod it then.

CD Projekt why? WHY!? W3 has the perfect potential for great mods.

It's not in the realm of impossibility just yet.
If it's any consolation, they've been saying the same about NG+ until the end.

Didn't CDPR promise that not only we'd get the full on REDkit for Witcher 3, but it would actually come sooner than it did for Witcher 2? I can understand if it's a misunderstanding or horrible choice of words by Marcin (he hasn't exactly been the best community manager post launch), but if it pans out being true, a lot of people are going to be pissed off (as they are now). Still, CDPR is in the business of pleasing its fans, so if there's enough people displeased over something, they'll try to please them at some point.

Even when you are planning to never bother.
So basically the modkit is a scripting/texture replacement tool?

Since this is basically an open world RPG comparable to GTA V and The Elder Scrolls, I'm sure something will come of it if they do release proper modding tools.

The way I see it, they won't want to release any further modding tools until the expansions are completed and released. It makes sense that they'd want to sell them before giving people the ability to create their own expansions to the game.
That kinda sucks. I know it definitely doesn't need mods to get your money's worth as mentioned above, but more advanced modding would have been really cool regardless. I mean, adding mods can add hundreds of hours to how much people get out of a game. It's probably the hands down best way you can make your game played for a longer period of time before most people have put it down, hence why people still make shit tons of Skyrim videos and shit tons of people playing Skyrim every day 4 years after Skyrim's release. Maybe we're all a little spoiled by Bethesda and other companies that make games that feature lots of modding like Overkill, Klei, and others, but still.
I'm gonna be a pessimist and say that The Witcher 3 had no modding future, even if they released REDKit. The Elder Scrolls gets so much popularity due to it's sandbox nature, you can be who you want to be and do what you want, the world is open, interactive and organic. And due to it's sandbox nature, it's an excellent playground to add whatever you want, as proven by the huge range of mods of every kind available. Witcher 3 however is still story-driven. You can only play as Geralt, his story and his skills. The open world is just there, like a big level, with little interaction and hardly organic. I can hardly think of a mod to make for Witcher 3. I also believe that ultimately the open world harms the game as the pacing is completely different from the previous games. Witcher 2 got the REDkit, what did we get? Well, basically nothing. Nobody made anything. And of course, how do you encourage people to mod for Witcher 3? Why do that when you can keep making things for games like Skyrim?
