Computer display off but power on, how do I troubleshoot this?

I'll start you with the specs:
Intel Core 2 Quad Q6600 CPU
NForce 680i SLI motherboard
Geforce GTX 460 1GB GPU
4 GB DDR2 RAM
Westgate 500gb HD
So, my computer was working fine until I started it this morning. Power turns on, fans go on, case lights go on, but that's it. Monitor displays no signal, but I switched it with a different cable and monitor, to no effect. I cleared the CMOS jumper too (obviously didn't work).
I don't think it's the GPU. My keyboard has backlit keys, which light up by the time I reach the login screen, but they don't turn on. Plugged in an optical mouse too, and the laser never comes on. What the heck is going on?
Why wouldn't you think it's the GPU? [del]If your computer goes through the entire startup process (right up to the login screen) but no signal is being received on multiple monitors then I think that's the obvious culprit.[/del]
I misread your post. Okay, well boot up again and try to reach BIOS. (Press the delete key repeatedly.) That way we can determine whether your computer has even a basic level of functionality.
I've had the same problem not too long ago with an old computer of which I reseated the RAM sticks.
In my case, it was switching the order of the RAM sticks to their original position that fixed the problem, but since you state that you've done no such thing, it could just be a faulty RAM stick.
Your keyboard and mouse not turning on is probably a sign of your PC not POSTing, if I read your post correctly.
If you've got multiple RAM sticks, try pulling them all out and just put in one at a time, rebooting every time you put one in. Eliminating the faulty RAM should let your PC boot up as usual.
