Why would the clearly-rebel-sympathetic factory-owner want to move his stuff to a safe place, when he's using his facility as a shield and propaganda tool against the government? It's just there for the buzzword factor, but the main site of action of this poison is converting hemoglobin into methaemoglobin. It takes a fairly high dose of the stuff (LD50 being 2.9 g per kg of body weight) to be lethal, though, but it persists for a fair time in the soil (up to several months after an incident occurs.)

Rebels are not zealots, i don't think they would sit their ass in potentially hazardous facility waiting for it to get hit and spill chemicals on their faces. Truth is Ukranian military are as incompetent as rebels or potentially worse. You don't need to find excuses for them shelling a factory. They just should not under any case.

It's probably used in an industrial process of some sort. Cyanide is another such chemical, we make thousands of tons of the stuff for use in industry.

A lot of people would be dumbfounded to learn just how deadly a lot of industrial chemicals truly are, and how they help manufacture the things they personally rely on every day.
