This started happening after I upgraded to 64-bit Windows 7, but basically, whenever I change my resolution (or for example when a game does it, even when it goes fullscreen at the same resolution).
The resolution changes, the monitor goes blank as it normally would when changing resolution, except it doesn't come back, and all of my USB devices just shut down (the lights on my keyboard goes out, my wifi dongle light goes out).
It also does this on 32 bit now, but not as often.
I have a feeling that it's because my PSU is struggling to keep up with my hardware, as I have a feeling I only have a 600 watt PSU.

Also, sometimes when booting my computer, it goes into this catatonic state right off the bat, meaning I have to power it down and up again, generally about 3-4 times before it works.
I have a video uploading showing what happens, so I'll post that here when it's done uploading (in about 10-15 minutes).
Only 600 watts?
500 is enough for 90% of setups. 600 is fine. Your PSU is not struggling unless its old, or a bad brand. Or it could just be a bad PSU. Try test it in another computer.
The PSU is getting on 3 years now.
Any chance it could be the video card? I only got it just after Christmas so it's still under warranty.

Aha I sound really... bored at the start of the video.
All I can think of is a re-installation of the drivers. If that doesn't work, reformat.
I have a huge doubt it's a software issue if it does it before the computer even boots into windows sometimes.
So it does it from POST to bootscreen on occasion?
Before I even see anything sometimes, no POST or nothing.
Although the most common time it happens is when changing resolution.
It can also happen just randomly, out of the blue for no reason.
I have a huge feeling it's actually my RAM doing it, which I'm sending back later today anyway, so when I swap it out, I'll tell you lot if it makes any difference.
Sounds more like your video card is dying.
If you have integrated video, try removing your card and going on that. If it runs normal (other than games), then you know where your problem is.
Yeah, I'm pretty sure it's the video card, sorta sucks that I've not even had it 3 months and it's half dead.
I'm pretty sure the ram was DOA but the parts that WERE dead never actually got used until I upgraded to 64 bit using the whole of the 4GB, as memtest showed all of the (250 something) errors past the 3.5GB mark.

Yeah, I'm RMAing both the RAM and the card tomorrow, although stability has increased like tenfold since I swapped my old ram back.
