What I mean by FPS Stutter is that I can be running a game and getting good (50+) FPS, but once every 1-3 seconds the FPS would stutter and drop to something 10-20 FPS. It only lasts for a moment, but it is noticeable and very annoying. Enough that it gets me killed constantly.

2GB DDR2 RAM
P4 Intel Duo-Core 3.0GHz CPU
A NEW P5N-D Asus Motherboard
A NEW msi N250GTS TwinFrozer GPU
I recently upgraded my motherboard and GPU with the hardware listed above. After a couple of weeks of tweaking and un-tweaking I could [I]not[/I] get this "FPS Stutter" crap to stop. I tried updating off just the CD's, updating off CD's and then upgrading drivers, just using downloaded fully-up-to-date drivers, I tried de-fragging my PC, everything.
So yesterday I said FUCK IT, I JUST SPENT 300 FUCKING DOLLARS ON THIS CRAP, and so decided to format my entire PC and go with a fresh install and see if it would help at all.
4 hours of Windows XP installations, driver updates, and 1 CSS download later - nothing has changed.
What do FP??
Hmm, is there any other background tasks running that could be taking up a lot of memory or processor power? I have this issues while playing Just Cause 2. Certain background tasks cause it to lag. Try disabling some and see what happens.
No, even on my fresh install of Windows I disabled the non-essentials.
This happens in Source games, Steam Games, Non-Steam games, Online games, Offline games, old games, new games..
Any programs with memory leaks in the background?
Overheating issues?

And not overheating, CPU and M/B temp are stable.

You said you installed windows xp. Try windows 7, its more up to date and more likely to work properly with your hardware
just remember to get a LEGAL copy of win 7 otherwise you have a chance of downloading a illegal version of win 7 that has spyware in it ;)
