Steam verifies game caches on Orange Box engine games

I googled, I did both Steam Support solutions to no avail.
It started when I was on a Gmod RP server when my power went out. My computer did a system check thing, then booted normally. Steam started acting wierd, notably verifying all Orange Box engine games except DOD:S. It then says that Steam is too busy to handle my request.
I've renamed/deleted my ClientRegistry.blob, deleting everything in the Steam folder except the .exe and my Steamapps folder, et cetera et cetera. HL1 and mods, plus a few non-valve games run fine, but Gmod, CSS, etc verify my game caches and once it's done it plays that ear-bleedingly loud "DING-DING" noise with the box saying that the Steam servers are too busy to handle my request.
TL;DR, My power went out, Steam fucked up, can't play my favorite games, help.
Try removing the tf2 folder, Steam should be forced to unpack the GCF's again, Or try a manual unpack of the GCF (This takes up more hard drive space, But decreases loading times because nothing needs to be extracted anymore.)
Try reinstalling Steam and all your games?
