I thought this was already known, which was why diesel cars have an extra particle filter that takes time to work.
"That is evidence that the tightening emissions regulations are having a negative effect on mpg,"
No shit, sherlock? We found that out stateside in the early 70s when catalytic converters became mandatory on cars. The more crap you have on your engine to clean its act up the more fuel it needs to use to run those accessories, and early generations of said equipment are unrefined and awful about it. Diesels are, today, where gas engines were in 1973 America: Choking on first generation emissions equipment that hasn't had time to be refined.
Also, come on guys, get with the program. If my 30 year old relic can run all of its emissions equipment in ambient temps south of 0 degrees Fahrenheit at all times surely your modern computerized shit can warm up enough and come online at full capacity down to those temperatures. Ambient temps shouldn't really matter as far as engine life goes after a couple minutes runtime anyway. All the important bits are still gonna be in their normal operating ranges, thus you don't even need that 'oh its colder we'll let you drop some emissions to protect the engine'. Engine don't need it, and if it does, it wasn't fit for sale.
