I ran a malware scanner, a registry fix, checked the main processes, and ran a spyware/adware scan in safe mode already. There seems to be no way that I know of to fix this problem. Does anyone have any idea what is causing the 100% CPU usage at all times?
MSconfig>startup/services tab>hide all ms services>disable all
Reboot
if not run combofix
I already did the msconfig thing, and it ran fine, but I couldn't connect to internet. What is combofix.
Btw the OS is Vista.
Can't you see in taskmanager what process is using that much CPU?
A virus and spyware scan would not be a bad idea.
Run antimalware scanners like Spybot S&D, Malwarebytes, etc. Also check and make sure that your heatsink is on. When processor underclock the same task that would take a little bit of processor takes a whole lot more.

enable all... you need to hide ms services then disable
check proxy settings
IE>gear thingy>internet options>connections>lan settings

Open task manager and go to the processes tab and click the cpu tab and take a screenshot and post it.

Yeah I read the OP, you can never assume people know what they're doing, or have completed the steps necessary in the proper order at the right time.
