The Mugen 2 and megahalem are about equal in performance. Except the Mugen is a lot cheaper.

Go to, for say, overclock.net and they'll tell you the megahalem. Why? Because they don't follow stupid benchmarks like the one everybody is providing here.
I'd go with john's choice, but if you want something expensive, do push pull lapped TRUE with washer mod (I heard washer mod can do 8 degrees off holy crap).

They told me the Mugen 2 was better for the price-performance.
Of course its better for price/performance, but if you want the best, then get the megahalem

I would advice you to buy a Noctua NH-U12P:

Used it in my two latest rigs, temperatures are perfect and the Noctua fans are very quiet. The fan blades are specially constructed to reduce noise by manipulating airflow. Ships with cooling paste, vibration dampeners and mounting brackets for both intel sockets (LGA 775) and amd sockets (AM2, AM2+ and AM3).

It's a good CPU Heatsink but come on... $80 for that. I rather not.
What specifically are you looking for? Looks or efficiency? Doubt you can get any better within that price-range.
