I've been considering getting one of these two pads, but I'm not quite sure what the differences are. As far as I know, the Kaosillator is used as a synth, and the Mini-KP is used to change an existing sound and add effects. Am I right in thinking this?

The kaosilliator is only really fun to toy with, you might as well just save up for an Mkorg if you wanna get serious about it.
the mini kp is an effect unit but to be honest it's better getting a Kaoss Pad

I already have a Microkorg. And tbh, this is just going to be something to fool around on. However, the Mini-KP intrigues me because I'd be able to run my guitar through it.
I have both, so much fun. The Kaossilator is brilliant for making simple beats, especially when you record to your computer with line in. and the MicroKorg is obviously brilliant.

On topic though, I'd go with the kaossilator, I have toyed with one and my microkorg and the sounds I can get out of it are amazing.

I bought a Kaossilator about 2 weeks ago and I'm having SO much fun with it. I wouldn't necessarily recommend it for someone really serious about making and recording music but for an amateur looking for something fun by oneself or with friends its just about the PERFECT machine to jam on. There is a seemingly infinite number of sounds that it can produce, I'm always finding new and awesome sounds and melodies. I love mine, and highly recommend it
If you want something that's more aligned to a studio environment save up for a KP3
