I do think the NSA should be used to retaliate against Russia in some way, but the tactics that they used in the 2016 election exploited the weaknesses of liberal democracies in a way that wouldn't necessarily work in a state that can:
- Block fake news sites
- Arrest/detain people arbitrarily
- Meddle with the results themselves
- Annul the results on the grounds of foreign interference
It would quite possibly just help Putin's narrative, which he has been working on for a long time already, that the opposition are a bunch of traitors paid off by America who need to be rounded up and sent to prison
Having said that, the NSA has [I]got[/I] to be more powerful than Russian intelligence. You would think there must be something they could do

The NSA are too busy spying on American citizens to do anything about Russia. I'd trust the CIA more with this.
This slightly flew under the radar, but in the last days of the Obama administration it was announced that the US would respond to Russia 'at a time of its own choosing', and a few months later we actually [url=https://www.washingtonpost.com/graphics/2017/world/national-security/obama-putin-election-hacking/]found out[/url] what that meant. President Obama ordered US intelligence to plant dormant cyber weapons in Russian infrastructure which could be 'detonated' on the order of a future US president. Whoever succeeds Trump may inherit the ability to fuck up Russia's shit at the click of a button.
Who wants to very this will be used for rigging elections to come over the decades?

you could just hack their propaganda machines and change the graphics or force a release of something truely damaging. their centralized propaganda/media machine is itself a weakness
