Now as you can see, I've been tracing over my gf's hair with very light strokes, but I keep getting it where I make a really light stroke and then this huge-ass blotchy line is created (middle of pic)
This happens a lot in photoshop cs4. What am I doing wrong?
I don't quite know how the pen and touch works, but maybe turn off the touch functionality (maybe it somehow interprets the pen as a touch which wouldn't have light pressure sometimes?) and make sure you have the newest drivers.

Touch is off, it did happen with touch on but I turned it off and it still happens.

It seems to happen when I'm doing fast strokes.
well, you do know it's pressure sensitive, right? if you press harder, the line will get fatter. If it's too sensitive for you, you can change it in photoshop for the specific brush, or globally in wacoms preferences.

But I haven't changed any pressure settings, and it was working fine like this earlier. I think it's only in potatoshop.
Check if there's any updates for Photoshop, could be a bug
Check the pen tip and reset it if you need to. If you have another pen try that one and see if it works (any wacom pen will do)
It seems to have fixed itself.
