Generally in places where it's possible you just don;t have a big enough apartment for a washing machine.

Part of my job is picking up laundry from hospitals. I sure hope I don't get this kind of surprise.
Where i come from people who live in apartments have a washing room where you got a schedule when it's your time to wash. Apartments mush have this. And when it comes to houses there is always one, it's like a stove or a refrigerator, it comes with the house.
I imagine someone thought the laundry chute was for biological waste and tried to dispose of the baby.
