a) this was an industrial scale laundromat, for hospitals, hotels and the like
b) normal ones still relatively common in US innercities as far as I know. Generally in places where it's possible you just don;t have a big enough apartment for a washing machine.

Where i come from people who live in apartments have a washing room where you got a schedule when it's your time to wash. Apartments mush have this.
And when it comes to houses there is always one, it's like a stove or a refrigerator, it comes with the house.
