$1800 or under laptop for web browsing and some games

I'm in the US and I'm looking to buy a laptop for a family member.

Budget is $1800 or less (I realize it probably won't cost this much, this is just the maximum budget).
It would be used for browsing the internet, streaming (things like netflix), medium intensity games like The Sims series, and using Microsoft Office. They usually have 10+ tabs open in chrome, so it's important that it has a decent amount of memory. It also needs to be able to play DVD's. Storage of 650GB or more is preferred.

It should have a battery life of at least a few hours, and be light and easy to carry. Preferably it'd be quiet during non-intensive tasks. They also really want it to have Windows 7 (they're not familiar with Windows 8 and generally dislike it).
