Pyongyang’s two previous nuclear tests, in 2006 and 2009, both occurred after it was slapped with increased sanctions for similar rocket launches. As it issued its most recent punishment, the Security Council ordered North Korea to refrain from a nuclear test or face “significant action.”
North Korea’s state media said Sunday that at a high-level Workers’ Party meeting, leader Kim Jong Un issued “important” guidelines meant to bolster the army and protect national sovereignty. North Korea didn’t elaborate, but Kim’s guidelines likely refer to a nuclear test and suggest that Pyongyang appears to have completed formal procedural steps and is preparing to conduct a nuclear test soon, according to South Korean analyst Hong Hyun-ik.

Doesn't mean Seoul will still be standing by the time North Korea's barrage ends. NK might be known for bluffing, and the state of the country may be laughable, but they are still a serious threat considering they have a saber to rattle at us.
If they went to war pretty much the entire NK population would be fighting since they're all brainwashed.

Thing is, the vast majority of those guns probably haven't seen much maintenance beyond a simple coat of paint every few years.
If half of them don't burst, and the ammunition isn't past its "use by" date, I'll eat my hat.

I'm pretty sure 90% of the NK Military budget goes to those guns, and nothing else. Because if those guns don't work, North Korea is screwed and they know it.

I imagine that if things start getting out of hand, US carriers would be dispatched to Korea just in case. That, or a preemptive strike if war is entirely inevitable.

That's pretty speculative.
The main reason the country stays brainwashed is because of limited communication ties. the government controls 100% of the limited media and as such it's an absolutely homogenous society, there's no internet, and there's no phone lines to outside the country.
If a war ever broke out that sense of limited communication would be broken and people would get a flood of information from outside the country, which isn't something that would happen otherwise.

Not really, because they would be busy defending dear leader to the end. The only form of flooding of information would come from propaganda leaflits and maybe television which they might just ignore since they've been teached their whole lives the west is the enemy.

North Korea's GDP is around 40 billion dollars, and their military gets around 6 billions.

If you spend 5 billions a year on artillery guns pointed at Seul alone, those guns will work. Those guns are the only military deterrent from invasion. North Korea has nukes, yes, but they are not nuclear [I]capable.[/I] They don't have a way to deliver their nukes. However, they have a metric asston of artillery that can level Seul in minutes. And yes, you can wreck this artillery's shit with counter-battery fire and air superiority, but by the time you got fighter-bombers in the air, Seul already looks like Sarajevo.

If South Korea and North Korea reunify, you can add just 40 lousy billions to that, to run a country twice the size, with half of it being stuck in the 50's, infrastructure, education and industry-wise. There's a big difference between rockets and 3 stage payload missiles that fly into space then back down half across the planet at a precise location.
