It's possible that he took influence from the Simpsons episode, or it's possible that he came up with it off the top of his head (given it's not a direct quote). Besides, whilst I don't exactly care for American politics, I fail to see the issue if it gets his point across. You'll find many politicians and celebrities 'steal' or take influence from TV shows so I think it's hardly fair to pick out Cain due to peoples general dislike of him (or so I gather).
I really, really think he could have phrased it better. I mean, the president isn't supposed to be an expert in all fields - s/he's not supposed to be an economist, sociologist, lawyer (though lots of them tend to be lawyers), meteorologist and so on. Instead, they should be expert judges of information and able to delegate. That being said, you should be able to know things like foreign policy 101

That Pokemon quote? Its really specific and really identical to the one in the movie. There is literally no where else he could have gotten it from. But there are actually a bunch of different things showing that Herman Cain's entire campaign could seriously be one huge joke.

We need someone with initiative and someone who won't read whatever's put on a teleprompter. Which unfortunately is not shaping up to be any Republican candidates. I crunched the numbers on Cain's 9-9-9 policy and aside from fucking people with taxes it actually accomplishes a fair amount of what it says it would, but at a retardedly stupid cost.
