I recently got 4 GB's of RAM, but i can't use them all, even if i have x64 windows 7.
Is there anything i must do, other than having a x64 operating system?
My motherboard isn't old, so i'm pretty sure it supports it.

That's kind of low chance seeing how only the user can specify that and it's never selected by default. Usually when it's a 64-bit Windows the BIOS settings are to blame. But in the rare case such as this I guess people tend to check it by accident.

Well, I googled and found that site. If he had done the same, or if he did, use better keywords, it would be faster for both of us.
If you get a bsod and you wrote down the error, you don't come here and ask, first thing is to google the error code and find possible fixes. If you fail to do that, you request assistance.

That's exactly what he did. It's not his fault if he couldn't think of the keywords that would give him the solution.
The missing .75 GB is reserved memory. You can find out what your memory is being used for if you go to Task Manager, Performance tab, at the bottom click Resource monitor, then click the memory tab. At the bottom tells you whats being used.

Do you have any integrated components such as an integrated GPU that shares the machine's main memory?

It's quicker to hit the WinKey type resmon.exe and hit enter.
