Background Intelligence Transfer Servie (BITS) Refuses to Start

So long story short, Windows Update keeps throwing a hissyfit and refuses to update. So, I went to good old Google and found that it won't update because BITS is deactivated. Well, I go to turn it back on and I find out the damned thing won't start because of Error 126 (I think that's it) saying that the module is gone. I have yet to find any help on this subject. I'm a hardware guy so detailed instructions on how to fix this would be lovely.

I'm running Widows 7, 64 bit Ultimate
