I don't care if its a pre built or a parts list and i have a keyboard, monitor(tv),mouse, usb wireless internet stick thingy? (tell me if you know what those are called),HardDrive and an OS and i may be able to re use the graphics card. I'll do some gaming but mostly programming and also i would like for it to have 6GB or more ram and at least 3.00Ghz(I dont mind one a little less though) cpu. And it needs to be able to run windows 7 i know there wont be much but and it will be hard to find something but there must be something something. this computer is breaking down and i need a new computer soon. Thank you
I very highly doubt you'll be able to build a decent computer for $200 that meets your requirements. For that small of a budget you would have a ton of trouble simply building a computer that works.
Example:
Cheapest 6gb of ram I could find - $51.99
Cheapest 3ghz processor I could find - $44.99
The cheapest motherboard that those would work with - $44.99
That's already up to $141.97 and that's excluding a graphics card, power supply, and case as well. [del]And that's not even including all those other things you listed either.[/del] Actually misread those things. You said you have them, not that you need them.
You might be able to find something used on craigslist or ebay, but you're not going to be building a new one for that price.

Ill try to lower it down to 4GB ram and also if you could find a case and power supply that works with them then that would be great. most games i play are 2D and my Graphics card is pretty good so i can reuse that and im pretty sure my 2 hard drives could work with those.

Oh and also a fan or two i may be able to extend the budget to $250 if i have to but that would be about as high a i can go but also i wouldn't be getting this soon so i'm guessing those prices would go down as newer and better stuff comes on sale
You are looking at $400 minimum for a barebones PC that isn't just your average word processing PC, and even then you're looking at minimums here (it'll be able to easily play HL2 for example, but anything past 2008-09 would be doubtful). This is assuming you already have a monitor, keyboard, mouse, OS, etc.
You might be able to make a low budget media center if you buy cheap parts and stick with a processor that has somewhat decent integrated video while also using your spare parts you have lying around
$200 is the kind of money you'd spend upgrading one or two parts, not the kind of money you'd spend on a whole computer unless it's gonna be a cheapo e-machine that takes a while to load anything and struggles to play youtube at 720/1080p

Holy hell, this actually will work.
You said you have a graphics card, which you will need.

Also an optical drive needs to be reused.

Obviously you've got a hundred dollars to upgrade this a fair amount., I'd put all of it into the case/PSU

Their cheapest build is at 250 bucks, but for that price you can't really expect it to do anything. I guess you can try to reuse stuff such as the case and hard drive and MAYBE the power supply from your current computer to save some bucks, but really dude just save up some cash. It's not worth building a computer with that little money.

However I STRONGLY recommend going with this case and PSU. The other one is a timebomb waiting to happen.

The Logisys 480W PSU will work in a pinch and if you don't try and pull more than 200W out of one. They're still massive pieces of shit though, don't get me wrong.
I've sold dozens of them to customers that speak with their wallets before common sense. Most of them are penny pinchers with really old machines and don't want to spend any money on decent parts, even when I warn them (and I always do) that Logisys PSUs are IEDs.
Of the ones I've sold, I've only ever seen a few fail. And they all had the same type of failure, which was one or both of the 80mm fans seized up. Opening those up and looking at them, you can see that they get plenty toasty (like black bias resistors LOL.)
