It looks more like a expansion pack, but as the game itself is only 10 bucks it is okay to call it number 2.
From what they're saying they're keeping the base gameplay unchanged but completely revamping the story and adding lots of new characters with different abilities.

That was fucking perfect
There's actually a number you can call that plays the intro "wrong number" message. It's in florida and the message is different every time (Sped up, slowed down, distorted etc) and there's a tone at the end that allows you to leave a message. If you take too long they hang up on you.
