Windows 7 Froze on welcome screen, cannot access safe mode

I tried everything I could find, including recovery disc. Do I have to do a fresh install again? Or is it my RAM?

You could always test your RAM with memtest, just put it on a usb or dvd then boot from it, otherwise if none of the repair options on the windows cd work then you may have to reinstall
