A friend of mine recently bought Sim City, and found out he couldn't even play at minimum settings without lag. Then he chose Most Wanted as a Sim City server trouble reward thing from EA just to find out it was unplayable.
What he want is a PC that can run these games + BF3 (Which he is planning to buy) and games like this that will be released in the future (at least 4 years).

In the next four years, with a new console being released soon by Sony, I think it's hard to get a computer which will last that long. You might want to aim for a medium to high end GPU anyway.
What I would advise is to purchase a budget (not shit) computer with everything able to run the games today, and then upgrade the GPU down the line in 2 years or so. If you've got a computer with enough RAM (4GB would probably do) and CPU power (I think a new Intel I5 will be plentyful).
It's a shame that he need a new computer right now, as above sort of stated the level of computer tech will increase (more than it has done in the past years) in the coming 1-2 year. I'm guessing that the optimal time to buy a new computer will be about 6-8 months from now.
If he need to buy one now I would recommend buying a good 4 or 6 thread CPU and SSD and get a cheap GPU. He'll be able to play the games he wants out now with okay graphics, and he'll save money, with those saved money he'll be able to buy a new GPU when it's a better time for it (much like above stated).

HD 4000 series? My HD 4670 runs it on low-medium settings just fine, but if you're gonna go 4000 series go 4890 at least.

The hd4000 is intels integrated gpu. It has nothing todo with an amd 4670 full size gpu.
Also why the hell are you reccomending a horribly outdated 4890.

For around 500 to 600 you can get a pc that can play any current game on med/high.
You are looking at:
CPU: Intel i3-3220,
MOBO: H77 or 68 chipset
GPU: AMD 7770 or 7850.
HDD: WD black 1tb.
RAM: 8GB ddr3.
PSU: Corsair/seasonic 400+ watts.
Case: Whatever.
What about Z77 and Z78?
Z77 is by far the most common, and I guess z78 will get an 4.generation intel CPU upgrade like p68 did with 3.generation?

What is the point in getting a mobo that supports overclocking, ssd caching and tripple sli if you are not going to use it?
