I have tried many solutions. Disabling, enabling, and watching the results of: precaching, mouse acceleration/reduce mouse lag, sound, etc... Tried barebones graphics (even though I run KF flawlessly at my monitor's native res with settings at max) and etc and this problem persists regardless.
Perhaps every 5 minutes or so, with no clear indicator of why or when it happens, the game, regardless of if I'm browsing servers, looking at the main screen (I don't even have to be touching the controls at all) or actually playing, completely freezes for 10-15 seconds. I can't even pull up the Steam overlay. During this time, sound from the game loops. The key I was pressing when the stutter occurs keeps being "pressed" during the stutter, often leading me into a group of angry specimens after the game recovers from the stutter.
I initially thought it was my antivirus (Avast! Antivirus) and disabled it, but that did not solve the problem.

Temperatures are rather cool (40-50 C) under load and this doesn't happen in other games.
Sounds like a harddrive issue tbh.
No other game has this problem, it's a new HDD
Does it seem to stutter in a sort of pattern (On for a second then off, then on, and repeating the same way)? If so, that's a clear indication of needing more RAM.
I have 8 gigabytes of RAM and there is no clear pattern.
My Killing Floor is stuttering when I walk. I kinda teleport around even when my ping is low. Tried all of the things OP did with no success.
Kind of relevant.

I tried disabling Desktop composition too because I heard that could cause your graphics drivers to crash and then restart intermittently but it didn't work

I'm very inclined to believe it is "Warning: Failed to load 'NULL': Can't resolve package name
Warning: Failed to load 'Class None.none'" based on how it happens at the moment I start the game, too (because it freezes for 3-5 seconds at the beginning at the Tripwire logo, too.)

The UT 2004 wiki says those errors are a result of loading assets which can't be found (don't ask, I've verified the KF folder's integrity and redownoaded 2-3 times)
Perhaps the game is attempting to load the Christmas content, which was removed after the Christmas update was over.
