I have no opinion on this. I seriously want to hear the cons and pluses on both sides so that I can decide from there.

I just slap it on the holder and whichever way it ends up is how I roll.

I used to be an over fan, but since moving to uni with a shitty toilet roll cover, I've had to switch to under for it to feed out of the opening properly. It doesn't make that much difference in the long run.
Over is easier to work with and facilitates more efficient one-handed tearing, preventing situations where one must commit the cardinal sin of re-rolling excess paper back onto the roll. It's never the same afterwards.

If it was ever an issue to me, I'd say over. The only thing I have against under is that it makes the paper too close to the wall to grab in one go; there's the chance that you'll have to try and scrape away to get your fingers between the paper and the wall.
Nothing more than like 3 seconds of difficulty though.
Over, it gives me a half second or so more warning if there is a spider clinging to the roll.

Never, but there was a scorpion once.
I go with over as well, like posters before me it is much easier to use. Also I think it looks nicer.

i also have one tactically placed on the floor infront of me for bad days
Over dispenses in a more user friendly way; into open space, rather than up against a flat surface.
I guess one benefit to under is that it allows you to more easily perform a one handed tear by using your wrist to hold the roll in position while you tug.
