When someone like this guy at the comic con goes around dressed as pedobear, it is most likely for the amusement of the surrounding people that get the joke.
Only on the Internet is it more commonly posted by someone to indicate that they've spotted a plausible pedophile.
I look at Pedobear to be like the Sexual Harassment Panda, to bring awareness to the situation, not to encourage it.
