The bill purports to “streamline” the governmental “toolkit” against disorderly conduct, by replacing nineteen of the powers with six new ones, such as enabling the arrest of intentional and persistent beggars and the “police dispersal power to direct people away from an area in order to prevent anti-social behavior.”[/quote]

So are we going to be arresting parents or kids since I've seen a lot of kids who were kicking up a fuss because they're bored shitless while their parents fuck around on facebook or whatever.

You're telling me, I was biking to college today, and this little kid decided to jump out in front of me and yell "stop", he must have been no older than 6, not really an annoying event, but more of a "If you don't get out of the way I'm going to go through you" kind of things.
Doesn't fix the problem, either it's children who are neglected by parrents, or it's those types who are annoying as kids, but grow up to be quiet/calm. Calm chidlren often grow up to be annoying as fuck too, so it's lesser of two evils IMO.
I'm still waiting for them to criminalize being bloody stupid.

Not quite. In my area there is loads of Romanian beggers who don't actually need to beg but they will follow people into shops and around the streets begging when they are wearing new clothes and have phones etc. Annoying as hell.
It's like they want to make being a normal kid illegal. Sure, we've all experienced pretty annoying children at some point in our lives, but that's just how some kids are. This seems more like a problem with adults than it is with children, whether that be parents not raising their kids properly or adults just having a collective stick up their ass.
There are three children I wish this bill was in effect for. One is completely hyperactive and when he follows his dad into my store he's nearly bouncing off walls much to the dismay of the father. The other two's mother simply exercises no control over them and uses the excuse "they're just playing" when they break expensive objects.
I generally hate children despite being one myself once.

It's in childrens nature to be dumb and impulsive, their frontal lobe - in particular the prefrontal cortex isn't fully developed until 20. You aren't born with knowledge, and the people who thought up this point are an excellent example of this

Alot of Kids out on the streets today can be insufferable pricks in the UK and it certainly goes beyond harmless fun.
At the end of the day I was a kid and I ran around my streets and played football, rode my bike around and had fun with my friends but i did not scratch cars, piss in my neighbors front garden or throw stones at some random house because of boredom, the problem with our youth is that they don't respect authority because they are untouchable, and when they don't have any respect for the police imagine the amount of fucks given towards Joe public.
There's lots of causes as to why these kids are the way they are, but what there's a lack of is deterrent.
That said, RT ... think i'll wait on BBC to see if this is true or bollocks.
