My brother wants me to build him a gaming PC with a budget of about £400. He will be playing all sorts of games mainly Battlefield 3, GTA 4 and source games on a 1920x1080 monitor. I live in the UK.

You're on a very low budget for what you're looking for, to be completely honest. The build you have leaves absolutely no room for expanding (only two DIMM slots, the socket will be dead, the PSU can't handle anything higher).
Not only that, but the power from that build is also rather weak - the hard drive, though big, is slow, the motherboard offers nothing extra, and the graphics card is sub-par for that resolution for those games. The processor is a lower-tier one as well, although it is decent it's not what you'd want.
For what you have and the price you're willing to spend that looks like the best you're going to get. To jump to the next-best GPU is a rather large jump, and that's where you'll see the best performance increase.
My advice is to either wait, or to order some components now (Mobo, Case, GPU) that can be setup earlier, and then finish the rest (HDD, Disc Drives, etc) when you can.

Here, found a cheaper retailer for the i3 if you don't mind ordering from more than one site:

That's looking a lot better. I'm worried about that power supply though. Even though Radeon's GPUs use less power, it's still a high-end card. Overclocking would be a very real risk.
The other issue that persists is that once again you are stuck with some of that system. The PSU, CPU, and Mobo will have to go if you ever decide to upgrade.
That said, you should be fine for quite some time. You're definitely getting some great pieces and it will last.

There would be no risk at all. 55W for the i3 + a generous 150W for an overclocked 7850 + ~40-50W for the rest of system power means only around a 250W total system power draw.
