Yes I agree that they're not electronic but they were one of the first bands to use non musical instruments in they're songs which was revolutionary, what I mean is like the cash registers in the song money or the clocks in time.

they are a great band but i know so many people who use everything pink floyd has every done as a foundation for their opinions, clothing, attitude, and musical taste

I've recently played the PolyMoog, which is responsible for most of the sounds in this song, most particularly, the Vox Humana, which is used as the main riff beginning at 0:07.
In fact it shows up in the video as well.
Vice City had a great soundtrack!
