Rape is still an issue in Australia, just not as much as in other Countries, there's been a few rape murder cases popping up with foreign students in Brisbane which isn't a great image for the city or Queensland

Primary schools tend to finish at around 3:15pm here (in Victoria at least). You'd be surprised how many people have left by 3:30pm.

Primary schools in Queensland (mostly state) finish at 3:00pm, 2:30pm for bus students, by 3:10-3:20 there is literally no one around apart from the odd car
