I wasn't aware that it wasn't even out on China, but I don't really know if the average Dota 1 chinese player has a PC strong enough to migrate.
It was already out in China, the Shop opened lately(that is where they got money from) and there are already several pro tournaments.
But no advertising so most people don't even know it is out(also I think they have a special client).
And these are the system requirements as posted 2 years ago but should still be true
* Processor: Pentium 4 3.0GHz
* Memory: 1 GB for XP / 2GB for Vista+
* Graphics: DirectX 9 compatible video card with 128 MB, Shader model 2.0. ATI X800, NVidia 6600 or better.
Perhaps it is only in certain areas of China, that could be a possibility.

Most PC gaming in China is done in PC cafes anyway.
