So I got myself a new computer, downloaded Chrome, and everything seems fine with it.
Except when on youtube, which has 2 issues;
1) When scrolling to the bottom of the home page, the page will freeze for 15-20 seconds before loading more video previews
2) There's a freeze in the first few seconds where the video stops, but the sound continues. Afterwards, video is fine
Can you show us your specs.
I've been having the same issue, although for me there's slight freezing on other pages besides Youtube. What build of Chrome are you using, have you tried running it in incognito, and has resetting Chrome settings worked?
For the record, I'm on dev build 39.0.2150.5, haven't tried public or beta releases yet though.

Given you suggested incognito, I gathered you were thinking an extension was the cause. The culprit seems to be Skype Click to Call, of all things
Also, I'm on build Version 37.0.2062.120 m
