Ok so heres the story:
About 3 years ago We had to switch internet company and the only one available was Bell Canada( friggen small towns). Anyway after being raped with their shitty 30 kb/s for $50 per month crap, I get slapped with $30 extra bucks because they were disapointed by my internet usage, kind of ironic no?
Tl:DR I live in a small town had to get bell pissed off with crappy service and then they yell at/charge me for using their internet.
Take action. Make it public around your town. Nothing's ever fixed with a quiet rant.
My ISP also told me that i was using it to much.
MAYBE THAT'S THE REASON I GODDAMN PURCHASED THE FASTEST OPTION THEY HAD.

Lol ya, but I live in tiny town so the plan I can get is 6 mp/s download(or 30Kb/s) for realism, 1 mp/s upload and 20 gb limit per month. :(

You should get 750 kb download and also I would die on 20 gigs I downloaded that much yesterday pretty much.
Teksavvy. If you are in a Bell area, you're in a TekSavvy area. I'm going to convince my parents to switch over to it from our asshole cable provider, Eastlink. When you buy a DSL modem off ebay, it makes it so much cheaper than renting the modem.
Move to a more populated city and select Shaw.

Move to the united states and get an ISP where it's frowned on to throttle/cap, not openly allowed by the CRTC.
Bell is terrible but basically has the final say with anything to do with internet in Canada.

Can you get Rogers in your area? It's pretty reliable from what I hear.
My ISP(Cox) doesn't bat an eye lash when I download half a terrabyte and upload 1/4 of one.
Fuck in port angeles it's either 100gb monthly cap wave cable or slow as shit qwest 120kb/s dsl

Uhh I live in such an area, Shaw still has a cap of 60gb's then you get throttled

Rogers' Internet is slow as fuck, since its roles are mainly in mobile networking. I wouldn't count on it
