The car in the article is part of the dripfeed content in the Smuggler's Run update. There are plenty of other vehicles that will be released in the upcoming weeks(most likely going to late November). All the highlighted vehicles in these images are part of the dripfeed content and it also includes the prices:

I figure most people who follow/play GTAO know this already, but I think it's worth posting as there might be some people who are unaware of the scummy dripfeed shit that Rockstar pulls with every update.
I am a bit disappointed. I was expecting a muscle car, not a sport. Oh well.

At this point you have way more fun if you cheat for your money.
You can just use some public hack (like a ped dropper) and get away with it easy because Rockstar can't make a not shit anti cheat.
