Either way, it's a stirling example of the build quality of antec power supplies.
It looks like someone grabbed a glue gun in the Antec factory and went postal.

It is electric insulation foam, to reduce vibration of the components.
It looks like Liquid Nails, not that it makes any sense to be there but that's what it looks like
It is a type of foam that insulates certain electronics inside hardware.
In this case it was used for noise degration
you see it quite a bit in mid to high-end power supplies, it's to keep shit from vibrating.
Leaking Capacitor?
The more the better, they use it a lot to reduce vibration. They also tend to heap it around primary capacitors At least thats what I got from how jonnyguru.com describes it, look at pictures of most supplies.
