Its hardly seen as offensive. When you have people literally getting on crappy little boats to flee their country it makes sense for that term to be used.

Rather than saving these people from the boats, why not support the Libyan and Tunisian governments with coast guard duties? Last I heard the Libyan coast guard has one(1!) boat for their entire coast line. They could effectively stop the boats from sailing out in the first place.
