I was on Amazon.ca today and found this camera which is on sale today only. I am a freshman University student looking to get into photography and was looking for a reasonable quality entry level camera, would this do the trick for me?
it would definitely do the trick. the T3 is a good camera, and that's a good price for it.
Only thing is I heard the lens is pretty garbage, would the lens be a major downside to this deal? Or is it actually half decent.
It's fine. You won't be held back by it.
lens is not garbage. it's not a perfect lens, but it's definitely adequate. does wonders for macro which is probably what you'll end up shooting anyways.

I'm getting a 5D Mark II here soon once I save enough, but I must say that the T3 is a great workhorse and the image quality is very good. The 18-55mm Kit lens is far from garbage, but it's not perfect either. You'll get great sharp images around f8.0.
the lens is also easily replaceable
I was playing around with the T3 before I got the T2i, it is a great camera for someone getting into the hobby or career of photography. I know someone who shoots with a T3 and the images coming out are awesome for the price, of course it all comes down to that saying that it isn't the camera it's the owner.
