It's really weird. It works on half life and sven co-op.
Is it disabled for the mod? If so, is there no way to reenable it?
I've tried reloading the map after typing sv_cheats 1 to no effect.
Maybe the devs didn't leave it in? Now this really isn't a technical problem. In general this is the place for Hardware and OS issues.
