Don't get me wrong I'm not saying that the parents are solely responsible but it's pretty dumb to just ignore the parents in this case.

Don't know if this could be relevant, but purchasing a firearm is extremely easy. I know around here we have dog swaps, its literally like a bazaar, but you could buy a multitude of goods, including an assortment of weapons. Shit, when I was in Oklahoma, there were 8 year olds walking around with 22's (they had buck teeth too). That being said, the only way I could really condemn the parents is if the weapon was in a retardedly stupid place to put the gun, like the kitchen drawer. If it was locked up and the key was hidden, the parents tried and that kid really wanted to shoot the poor bastard.
