State secrets are the dumbest and most anti-democratic thing I can think of, at least in the US. Do you know the criteria for declaring something a state secret? They don't exist. Anything that can be seen as an embarrassment to the government can be declared a state secret. Any lawsuit that the government doesn't want to deal with can be tossed out this way. And if you don't think it's being abused, you're dead wrong.

what's worse if you somehow get them to release a document under say the FIA , they reserve the right to black out every word on the page as its still a state secret even though they are told to release the info

to get anything unobfuscated it takes hundreds of manhours and tons of judges then only if the agency in question does aknowlege the existence of the document on top of that they censor everything till its unreadable

Their legal system is actually pretty fucked. Anyone who has ever been through the Japanese court system will tell you that it's unofficially a case of guilty until proven innocent. They also have very strict laws in a lot of cases, for example their copyright laws are ridiculous.
