With the source engine, that just looks like it would get annoying to drive on.
every slight incline is just awful to turn on.
I was expecting a really long road with some intersections and some farms and a city.

Yes but it's more a given to optimize the map.

Episode 2 had great inclines to drive on, Half of that game was about driving.

Drive through San Fierro with a motorcycle and K-DST playing.
To be honest this is not a map i'd remember... not much to it.
