Probably at worst, visitors would be outraged that a simple game of skyscraper Tetris would lag, because there was too many people in the resort. Or that people didn't care to synchronize timing with the rest of the building.

Probably never since that means that developers need to cooperate with other developers, like that will happen. Games would have both investors and a big interest rate.
