Downsize an image without pixellation?

I want to downsize an image, but when I do it becomes really jagged and it looks horrible. Is there any way to avoid this when downsizing it?

Don't use MSpaint.

Photoshop does it,
I suspect Paint.net and gimp could do it too.

Yeah just download gimp and use that, same as photoshop, better than paint
