The built in Windows partition software can change the letters, to whatever you want

C is usually your boot drive, so there is your issue.
Played around in ragedit, restarted and, "Preparing your desktop" Now I have a black blue screen :tinfoil:
I had this issue before, it called the boot drive H:\ and one of the memory card reader slots as C:\
How I fixed it was reinstalling XP without the card reader plugged into the motherboard.

Poorly written software may assume the system drive is C:\
