My friend is making his first gaming PC, he's only had laptops so far. Here's some info:
He can go up to $1500
Resolution is 1920x1080
He can't reuse anything but mouse and keyboard
Lives in US
I've already made a build for him, but if you could suggest something to fix/make better, that would be great:

Problems with your build:
1. What's with 16 GB of RAM? If all he'll be doing is gaming, 8 is plenty.
2. Mixing and matching RAM brands isn't usually the best idea.
3. Biostar isn't known for their mobos. Other companies like ASUS, ASRock, Gigabyte, MSI, etc are.
4. OCZ isn't known for the best quality on their SSDs either. Samsung's, Intel's, and Crucial's (on a lower budget) SSDs are.
You could opt to go with a cheaper case or an alternative that your friend likes though. Keep in mind the CPU+PSU are combo'ed.
Wow you're incredible, thanks!
Oh and about the ram, I originally got only the 2x4gb sticks but the 8gb one came free with something.

Oh and any idea for what kind of monitor? Within the range of 24"-27".
[QUOTE=Neobdragon;39545112]For a monitor I would recommend the ASUS VE series, they're pretty cheap back-lits.

Every monitor is back lit. Unless you count in 10.000$ oleds.

Why not Windows 8? It's quicker, and I do also believe it's cheaper.
EDIT:
"Blackbird88", You're not fun at all. I assume you haven't ever tried Windows 8, it's so fucking quick you can boot it in 6 seconds with a ssd.. Things just seem like a blast, if they didn't I wouldn't have used it.
Something tells me you don't like Mac OS X either? Maybe not even Linux? I want to kill someone when they whine over something they either have tried for ~30 minutes max. Or just genuinely hate. I use Windows, Mac & Linux. I think they're all great operating systems. Windows supports many things, Mac has great multi-tasking, especially for MacBooks. Linux is extremely customizable and very light weight. What is your problem Mister?

As funny as this may be to some, windows 8 is better and cheaper and if you're gonna bitch about the start bar ( trust me I did too ) just go buy start8 by stardock its like 5 bucks.
