In UDK the flowers are fine in the first picture because it flashes between that and something that looks like the other screen captures. Here are some snapshots from UDK.

My specs are AMD Phenom II 965 @ 3.4GHz, 2 1GB GTX 460s in SLI, and 8GB of DDR3 RAM @ 1333MHz. My OS is Windows 7 (64bit). Yes, the drivers are up to date. If there are any more details I should provide please ask. Thanks for your help!

I defrag weekly. I run MSE scan weekly. My PSU gives out 750W which is more than enough.
Components run faster at lower temperatures (Well, within reason)
Perhaps a build up of dust over time has caused the temperature of the CPU or GPU to raise, therefore causing a loss in FPS?

There are dust filters over all the fans and the temperatures only get as high as they ever get.
