The ban does nothing to alleviate the things it paints out to be a problem. The people skateboarding will just go to the skatepark if nowhere else and just the same thing with swearing, i'd expect the police to be incredibly forgiving perhaps to the point that they're not going to really enforce this PSPO - if they did they'd just be stopping mostly young people from being active exacerbating the obesity problem and causing anti-social behaviour when they clash with the police. The beggars & homeless also aren't about to go away either, they don't get out of the situation if you don't give them any resources to help them out of their situation and besides we're already more often seeing that families need the help from food banks as well which could be construed as "begging" which means that the council doesn't even see fit to move a few coins from their tight arses to help the situation at all. It's all just a feel good ban to stop any discussion about the real problems.

p. sure it's more because the police force were wholly incompetent and failed at their jobs. Nobody but friend and family of the accused would have called them racist if they made sure they were only arresting those who had actually committed crimes (y'know, doing their job properly).
Unless they were genuinely scared of being called racist by absolutely everybody. In which case, why were they scared? Were they generalising the entire Asian community as a bunch of kiddy fiddlers or something in their "investigations"?
They are members of the police, people calling them racist when their actions aren't actually racist is fucking meaningless and they should just get on with their jobs. If it gets bad enough, take legal action against those trying to paint you as a racist.

Swearing in public has always [URL="http://www.legislation.gov.uk/ukpga/1986/64/section/5"]been illegal[/URL] so long as it is in the presence of somebody who is likely to be caused harassment / alarm / distress.
They're simply using the PSPO as an extra power to tackle anti-social behaviour.

Swear words are only swear words because people say they're bad and shouldn't used.
But that only leads to younger people using them more because it's a way for them to rebel against their elders.
If swear words weren't considered bad, they wouldn't be used so much
