Can't download\install games from Steam. "Too busy to handle your request"

I've been getting this for a few days now, and it's really starting to piss me off. I've tried pretty much every local setting. Don't know what to do now.

I've done what I think is absolutely everything on a local side except change router settings. Which I really don't know which one would fix it.

Restart the router. Unplug it and wait a while (10-15 seconds, longer if you'd like), then plug it back in.

If you have a separate modem, do the same to it.

We did this two days ago and the problem existed long before we reset the router.

I also "had" this problem. I tried fixing it by reinstalling steam, and now steam wont even let me log in.

Edit: This fix didnt work for me, it might for you.

Go to Settings, Downloads, Download Region, and set it to a region that is close to you. Save and then try again.
