I've been getting this for a few days now, and it's really starting to piss me off. I've tried pretty much every local setting. Don't know what to do now.
Have you tried removing clientregistry.blob?
Have you tried removing clientregistry.blob?
I've done what I think is absolutely everything on a local side except change router settings. Which I really don't know which one would fix it.

Unplug it and wait a while (10-15 seconds, longer if you'd like), then plug it back in. If you have a separate modem, do the same to it.

I also "had" this problem. I tried fixing it by reinstalling steam, and now steam wont even let me log in. Edit: This fix didnt work for me, it might for you. Go to Settings, Downloads, Download Region, and set it to a region that is close to you. Save and then try again.
