mark hamill has experience with pure voice acting without body language to assist in the acting
a lot of actors>voice actors have that issues of not really knowing how to express things with only their voice which is why celebrity actors as game characters tend to be a bad idea.
Maybe I'm just a negative asshole but I just see this as a waste of money, sure, they have a lot of it but come on now.
Except maybe Hamill, for obvious reasons.
Big names really help sell a product though.
See exhibit A: hollywood movies that do good versus ones with newly aspiring actors that no one has every heard of

I'd say there's a difference between wanting to see a movie because of an actor and wanting to play a game because of an actor.

because they are [I]actors[/I] not voice actors. there is a lot of finesse that goes into voice acting properly and it's not something you can just switch to from full body acting. for example, a lot of people thought kiefer sutherland wasn't a good fit for big boss in mgsv
and i still don't think he is, the few lines that he did have were delivered really generically, obviously part of that is from the voice director's choices and the script but the game feels really crippled as a result.

They're doing the whole 'dialogue/mocap at the same time' thing so that's a moot point. It's business as usual for them other than having no environment/set to work with (hello prequels) but that'd be no different if they used VAs instead.

Voice actors are now doing a lot of stuff that isn't voice acting, the distinction between VA and actor is now a little blurred sometimes. Which is a small part of the reason they're striking.
the other part of the reason is exactly what's happening here, big name hollywood actors are being signed on and replacing them, leaving dedicated VAs with no jobs.

That's so elitist sounding. Voice actors' talents are in their range of playing different voices. These actors are only playing a single character each.

They're doing full motion and performance capture though, so you need decent actors for that, not just voice actors.

Or in the case of MGS1: Twin Snakes and MGS4, she changes Naomi's English accent to the American accent she uses in other games.
