No one was injured, but the Texas Department of Public Safety closed the Capitol for the remainder of the day. "We are very fortunate that nobody was injured in this incident," DPS spokeswoman Tele Mange said. Roger Wade of the Travis County Sheriff’s Office said the man identified himself as Fausto Cardenas. Mange would not confirm the man's identity but said he was taken to the Travis County jail and likely will face third-degree felony deadly conduct charges. DPS troopers and Texas Rangers are investigating "to determine what the situation was that made him decided to do that," Mange said. Troopers immediately locked down the Capitol. No one was allowed entrance and, for a while, no one inside was permitted to exit. Mange said troopers needed to "make sure there’s nothing else inside that we need to be concerned about it." She said law enforcement officials lacked information "on what the suspect said or what may have provoked him to do this." The shooter initially put up some resistance but got swarmed by state troopers who patrol the Capitol, "and they handcuffed him and took him into custody," Mange said. There were no indications that the gunman had any accomplices, she said. Whether the shooting might result in enhanced security at the Capitol is premature to speculate, Mange said. "If there’s anything else we need to do, we will take action. We are always evaluating security at the Capitol," she said. [b]She was not aware if the shooter had a permit to carry a concealed handgun. Disclosure of such information is illegal. "It’s not illegal for people who have concealed handgun licenses to carry in the Capitol," Mange said. Just before the shooting, a man entered the Capitol office of Sen. Dan Patrick, R-Houston, "acting in a way that made my staff concerned," Patrick wrote on his Facebook page. "He left and and a few minutes later several shots were reportedly fired," Patrick wrote.[/b] Capitol security remains an ongoing concern, Patrick said. "Our troopers do a great job, but with open access to the public day & night it is impossible to track everyone," he wrote on his Facebook page. "I’m going to call upon leadership to review our security policy after today’s event. My staff was in apparent danger. That is not acceptable for anyone working in the Capitol." Jill Magid of New York said she was on the ground floor of the Capitol when she saw two guards running toward the door. She said she didn't hear the gunshots but others who seemed to be visitors "said that they had heard four to five gunshots and stay away from the doors, but we went through the front doors anyway." [b]Magid said outside the South doors of the Capitol, "there was a huddle of state troopers and guards and cops on one guy. He was down. He did not seem to be resisting." She said the man appeared to be in a fetal position on the ground. Rick Perry and Lt. Gov. David Dewhurst were not in the Capitol. Only in Texas, could you have a concealed weapon (with permit) on your person and be able to carry that inside a Government building 2. A strange way to be caught before being arrested; lying in the fetal position. May help for an insanity plea. 3. Who the hell is Russell Tate? And why did he think gunshots were firecrackers?
